Delivery, resilience and safeguards
The dates are a planning sequence, not a construction promise. Each package moves forward only when its transport value, route, impacts, affordability and operating responsibility are strong enough.
Before railway feasibility
The first national document should define the mobility problem before selecting a railway alignment. It joins rail, roads, buses, aviation, freight, land use, climate, public finance and institutions in one evidence base.
Path to statutory status
The structure can mirror a government master plan, but official status comes from mandate, authoritative data, appraisal, consultation and formal adoption — not presentation alone.

Status: this independent initiative is a structured draft and consultation input. It becomes an official master plan only if the competent public authorities commission, verify, consult on and formally adopt it.
First five years
This period should buy information, safety and operational gains before committing to a long mountain corridor.

Climate and terrain
Turn layers on and off, move the map and inspect the broad screening zones. These areas are signals for investigation, not authoritative hazard polygons.
Map limitation: the climate-and-terrain layer is a pre-feasibility prompt based on broad known conditions. Engineering must use official hazard inventories, field mapping, boreholes, monitoring and climate-adjusted design values.
Investigation programme
A corridor line on the map is not a surveyed centreline. The following packages must share coordinates, assumptions and version control.

Institutions and procurement
Weak preparation is expensive: late scope changes, fragmented standards and unresolved land or safeguards become construction claims. The programme needs a capable public client and independent assurance.

Decision control
A failed gate means redesign, defer or stop. It is not an instruction to improve the presentation until the same project appears acceptable.

Core delivery rule: tender only a fully defined, funded and independently reviewed operational section. Civil works, systems, rolling stock, depots, energy, staff, feeders and initial operating support belong to the same decision.

What combination of regional rail reopening, road investment, direct coach and feeder transport gives Vayots Dzor and Syunik the best reliable access? No new domestic mountain railway is an explicit valid outcome.
The north–south route via Nakhchivan is the Armenian Government’s stated position of 11 March 2026, informed by mountainous terrain. It is a policy position, not this project’s independent proof that every domestic alignment is physically impossible. Cross-border service still requires agreements, infrastructure, access rights and a workable border process.
